Andhra Pradesh Pushes For ‘Work From Home In A Big Way’: What Is The Policy, Who Will Be Impacted

At a time when there are discussions about 90-hour work weeks in office, Andhra Pradesh Chief Minister N Chandrababu Naidu said his administration is planning to introduce a “work from home” policy.

On the International Day of Women and Girls in Science on February 11, Naidu said, “Andhra Pradesh is planning “Work From Home” in a big way, especially for women”, while celebrating the achievements of all women and girls in these fields.

“As we know, work landscape underwent a shift during the COVID-19 pandemic. With technology readily available to scale, “Work From Home” gained prominence. Concepts such as remote work, coworking spaces (CWS), and Neighbourhood Workspaces (NWS) can empower businesses and employees alike to create flexible, productive work environments,” he further said on X.

How Will Andhra Pradesh Implement This Initiative?

Asserting the need for better work-life balance, Naidu stressed that the Andhra Pradesh Information Technology (IT) and Global Capability Centres (GCC) Policy 4.0 is a game-changing step in that direction. “We’re offering incentives for developers to create IT office spaces in every city/town/mandal and supporting IT/GCC firms to generate employment at the grassroots,” he said.

“I’m confident these initiatives will foster greater workforce participation, especially of women professionals, who will benefit through flexible remote/hybrid work options,” he added.

The Andhra Pradesh government approved this policy on Wednesday (February 12), saying it aims to strengthen the infrastructure gaps in the physical, financial, and the digital spaces and incentivise massive employment creation.

What Is This Policy?

The Andhra Pradesh IT and GCC Policy 4.0 focuses on large-scale capacities in co-working spaces and neighbourhood workspaces to provide flexibility in workspaces and foster work-life balance to the employees in the IT and the GCC sector to improve productivity.

It also aims to ensure that women get equal access to growth opportunities, particularly in the fields of science and technology. The policy should be valid for a period of five years, with a goal to boost investments in IT and industrial sectors.

Since coming to power last June, Naidu has laid emphasis on an employee-centric IT policy and transform Andhra into a major industrial hub like the Silicon Valley in the United States.

How Will This Model Work?

The new policy aims to take a three-model approach, including coworking spaces in Tier I and Tier II locations, neighbouring workplaces and IT campuses. Each model provides customized financial incentives, including capital and rental subsidies across all cities.

During a ministers and secretaries conclave in Vijayawada on Tuesday, Katamaneni Bhaskar, the IT, Electronics and Communications Secretary explained the state government’s plan to reshape the IT sector in Andhra Pradesh through the ‘4-Policy’ framework.

He said an MoU has been signed with HDFC to support startups and the government is planning to attract Rs 40,000 crore in investments and generate lakhs of jobs by 2029, with special provisions to encourage SC and ST entrepreneurs, as per the Times of India.

Meanwhile, Industries Secretary Yuvaraj said the government was working towards establishing 175 industrial parks across all constituencies and setting up plug-and-play industrial parks with Rs 2,500 crore. Efforts are also underway to secure Rs 2,000 crore from the Union govt under PM-Kisan Yojana.
